隨著電腦軟、硬體技術的發展，通訊網路的普及，多媒體技術及相關應用已深入日常生活及社會活動層面，且需求猶在蓬勃發展中。尤其是網際網路、有線無線通訊設備技術的快速成長成熟，引發帶動全新的各應用。在各行各業增加生產力、減低成本、刺激企業活力與商機。其應用範圍廣泛，重要者略舉如下：數位圖書館及博物館、視訊會議、電腦輔助設計及教學、工業檢測與品管、軟體介面設計、遠距教學、電子通勤、隨選視訊、網路電台、數位電視、電子報、個人化資訊服務、電子商務、娛樂等。多媒體整合文字、語音、圖形、動畫、視訊各種媒體於資訊系統，網路的連結整合無遠弗屆，如何達到提供經濟有效、無所不在、無所不取、品質保證的整合互動式資訊服務是很大的挑戰，是今日資訊技術之主題。牽涉涵蓋之技術領域層面很廣，而形成一特殊的跨領域訓練，有別一般計算機人才之培養，實有獨立成立多媒體工程研究所必要。早日培育全方位具獨立研發能力之多媒體工程人才，符合國際之趨勢主流，提昇我國多媒體產業科技之水準及競爭力。
