Technological resilience of OECD countries

Abstract

Environments with dramatic change and unexpected crisis, technological resilience is necessary for the stabilization and reduction of shocks and to enhance the capacity of create advantages over competitors. The main purpose of the article is to identify the specific aspects of technological resilience notion used in the country development context. This article provides a framework of technological resilience by analyzing the relative capability of countries to maintain their production of technological knowledge in the face of crisis events. Technological resilience process and outcome framework is developed, structural dimensions of technological resilience are identified, and technological resilience capacity building factors are presented. There is no generally agreed definition of technological resilience, as well as there is yet no theory of technological resilience as such. The article provides a new perspective on technological resilience, and the multidimensional aspects of technological resilience notion will be revealed.
