N2 - Mobility management in cellular networks is described, including the details of various handoff (small-scale mobility) schemes, location tracking schemes, and call-delivery procedures. The three strategies which exist to detect the need for handoff are: mobile phone controlled handoff, wherein the mobile phone continuously monitors the signal from the surrounding base stations and initiates the handoff when some handoff criteria are met; network-controlled handoff, wherein the surrounding base stations measure the signal from the mobile phone, and the network initiates the handoff; and mobile-assisted handoff, wherein the network asks the mobile phone to measure the signal from the surrounding base stations.
