Abstract

During the past decades, it has been gradually recognised that science, technology and innovation (STI) can provide solution to macro level science and technology (S&T) problems. To foster STI that enables socioeconomic growth, it is widely regarded as necessary means to build institutional capacity for optimising governance of STI. Therefore, many countries seek to integrate STI policies as part of their national development strategies. Science, technology and innovation policy has been increasingly designed and implemented at supra- and sub-national level.
