Developing a wasteload allocations protocol for streams in Taiwan

Abstract

To assist the local regulatory agencies in developing wasteload allocations (WLA), the Taiwan Environmental Protection Administration (TEPA) has launched a program to develop protocols for WLA. Funded by the TEPA, this project was designed to standardize water quality models for stream wasteload allocations. STREAM, ESTUARY, and HAR03 are three modeling frameworks selected for adoption and standardization. While these models from the U.S. served as a good starting point for this project, characteristics of local streams required modifications to accommodate the hydraulic and kinetic conditions germane to these receiving waters.
