Abstract
In recent years, the Ministry of Transportation and Communications (MOTC), R.O.C., has promoted the development of public transportation throughout the country. The MOTC has assisted local governments in upgrading regional public transportation systems to achieve seamless transportation regarding the aspects of space, time, information, and service. The conditions of public roads and transportation services and the influence that operating plans have on transportation accessibility must be understood to achieve this goal. In this study, we applied the spatial analysis function of Geographic Information Systems (GIS) to analyze the effects of various seamless service assessment indicators for public transportation services within and outside various administrative areas. We also analyzed the effects provided by the revision and evaluation of public transportation operating plans (such as the addition of routes, adjustment of routes and rescheduling of the timetable). Especially, we analyzed the effects of the new added routes on the accessibility.
