Abstract
The purpose of this study was to describe the needs of, and barriers faced by, community groups in participating in infectious disease prevention programs. This study employed a cross-sectional survey design and targeted 877 community groups. Survey questionnaires were completed by the leaders of 442 of these groups. Roughly 80% of community groups perceived the existence of barriers to participation in infectious disease prevention programs (barriers in manpower 73.1%; facilities/equipment 75.8%; finances 78.1%). Top rated barriers in these three aspects were insufficient manpower, lack of protective equipment, and insufficient finances, respectively. Other barriers noted by respondents included absence both of a coordination mechanism (49.8%) and of a comprehensive management plan (49.5%). Between 83.5% and 90.3% of respondents expressed that help was needed to prepare for infectious disease prevention. Specifically, help was most needed in the areas of home-bound isolation strategies (90.3%) and community prevention program organization methods (89.1%). In terms of current knowledge and practices, community groups scored higher in hand-washing and environmental sanitation, and lower in methods of community prevention program organization and seeking social support. Characteristics of community groups were associated with their reported barriers. Our results were intended to provide references for community health decision making and project implementation in order to develop strategies to lead a variety of community groups to participate in the prevention of infectious diseases and to construct local prevention networks.
