Abstract

In 2002 the Department of Health (DOH, Taiwan) has organized an award campaign to promote the advancement of Taiwan's healthcare Web site quality. There were 212 Web sites voluntarily registered and divided into 4 groups with this campaign, which account for 20% of the total population of Taiwan's healthcare Web sites. Commercial sites featured the best performance among the four groups, followed in turn by foundational/institutional, teaching hospital, and individual sites. While foundational/institutional sites have the least amount of Web page discrepancies, enormous quality deviations exist between Web sites. There are some recommendations: The commercial sites should add the latest news offerings, bulletins, related campaign announcements, and should disclose their sponsors and supporters. The foundational / institutional Web sites should highlight the warning that any information specified in the Web page does not substitute for medical treatment by doctors. Individual Web sites must focus on disclosures of authors' names, organizations and contact details. Finally, hospital Web sites are required to improve privacy protection and Web security management. In this study, we also found that the revaluation results correlated closely to the evaluation in the preliminary review, which implies that students in Master degree are able to conduct the evaluation of healthcare Web site quality well through assistance of indicator-based approaches and relevant training. The result of this study can provide web site developer to improve the resource of Web site quality and the reference of health information in Internet access. We suggest the follow-up award campaign of healthcare web sites could add more detail identify information, setup more award items and build quality labels management method, make filtering Web site feasible and implement study proceed.
